Computer Virus HELP

Last night I was browsing chrome on some SFW sites, and they all shut down. This system progressive protection thing keeps popping up saying i 38 viruses. I never installed the system progressive protection so for it to clean my viruses is 90$. I try to open my cleaner and antivirus app but the system progressive protection says every thing i click on is infected. Now my computer barely will turn on. HELP.

Edit: I went to safe mode and used Malwarebytes anti-malware and I cleaned it, restarted and 0 objects detected but back in regular start up i still have the system progressive program.
