The weather in Buffalo is horrible. Rain and 15-20 MPH winds. still start Cecil Shorts?

My other options are Denario Alexander, Denarius Moore (weather is also a factor), or Pierre Garcon

Might start Garcon of Alexander over him now, what do you think?
