Deming's Theory of Knowledge

I am trying to wrap my head around Deming's theory of profound knowledge to present a case against performance appraisals, but for the life of me I just CANNOT understand his third point, Theory of knowledge.

I have his book and dozens of websites spouting different things and just generally confusing me.

Could someone who understands it please give me a clear breakdown of what is?
