0.18 Asparagus staging works fine but spent engines keep firing using fuel from the next stage's tanks

Is anyone else having this issue? I'm building them like I was pre 0.18 but it doesn't seem to be working anymore.

Edit: The descriptions for each radial decoupler says it's fuel cross-feed capable. Is this what's causing it? Also what's the difference between them? One of them sticks out farther, but the other two?
