Capitalist factory building

I'm playing Russia. My capitalists won't build factories. My industry score is the lowest of the GPs. I have no taxes on the middle and upper classes. How do I make my capitalists build factories?

I should also add that all my spending sliders are 100%. I'm making about £1000 per day, and my treasury has about £2 million.
