I've been hearing spooky things about imported cheap Russian ammo, does anybody know whats going on?

I went to the range today and 9x18 mak was like $.50 a round (it was all "american" ammo too like winchester and american eagle). Which I thought was absurd because I only paid about $.27 for brown bear last week. I ask the guy, "where's the brown bear?"

The grumpy old guy replied about how our president was shutting down russian surplus ammo imports and they can't get brown bear anymore.

I pay for the ammo, because they don't allow me to shoot my own stuff. However, I think its a load of crap, but I haven't heard much so he might be right. I was wondering if you guys heard or seen anything about that.
