Could someone please explain to me why subreddits like r/niggers are still around?

I just don't understand why it's okay to have a subreddit like that. I went there and was blown away by the ignorance and stupidity. It was disgusting. Why has the subreddit not been taken down yet? Is there a way that we can get it taken down?
