So I just got off the phone with Xbox Live support..

According to the person I talked to (who was extremely helpful btw) Microsoft has NOT sent out all the specialization codes yet, and they will be sending them out in bunches over the next two weeks or so. He also said that if you are eligible for the code and do not get it to contact Xbox Live support.
