Looking to make a jokey/autotune song from sound clips of a housemate playing Xbox, any tips?

(Sorry if this is in the wrong subreddit) This isn't going to be a work of art or anything, but a few times myself and other housemates have recorded some of one of the housemates' Xbox banter- he's up on it 24/7 constantly shouting things and we thought it'd be nice to make a song out of them..

What sort of program (preferably freeware) would be best for taking the long recordings (1hr+ sometimes) of the shouts and pulling out the short clips, and then also putting those clips together with some simple music? I assume something along the lines of Garageband that I used in school would be good for the second part of that at least? (I don't have a Mac however- is there a similar Windows program?) I'm also presuming my good old Sibelius Student Edition will be of no help!? Thanks :)
