[For Hire] 2D Artist to make an comic/ink blot style cinematic

I am looking for a 2D artist to make a comic/ink style cinematic for our game similar to these:

There basically is 35 second voice over clip we want the cinematic to be synced too. All concepts for anything you need and per frame bases will be provided. The actual illustrations dont have to be very detailed either.

The person wanting to do this must be able to put basically everything together in a mov/mp4 format (with transation/fading effects).

I am a college student so I am doing this game as a hobby, budget is tight but I will pay for your work/time...not looking for someone super professional to do this.
