Elf Deck?

As the title suggests, my brother is interested in getting into the game and wants to make an Elf deck of some sort. He wants to include Celtic Guardian or Obnoxious Celtic Guard in some way, as it was his favorite card as a kid. His budget is about $100 USD. If you guys could give me some ideas on how I could go about building such a deck for him, that would be awesome.
