At What Level Do Players Actually Communicate At?

Out Of All the games I've been playing no one on my team is willing to communicate and it just makes for a really frustrating round when I can't get anyone to talk. It's even rarer and harder to find people who actually use a mic and communicate properly. Is this how higher level dota2 is? Or will I need to get out of this below level 10 cesspit.
