Suggestion, Make 450 IP champs unable to be bought with RP.

I know that RIOT runs a business and all but I feel like having the 450 IP champs cost RP is kinda stupid. They cant be making that much money on them. The reason that I think they should do this is that some newer players get RP for the first time and spend it on 450 IP champs making it a huge waste.
