Pokemon leaf green, legendary dogs

This is really starting to annoy me, I am doing to max repel strategy to find the legendary dog, I have beaten the elite four, I have a level 50 and under Pokemon at the front of my team (I have tried 3. Level 47, 48 and 50) I have used over 70 max repels and I can not find it please tell me what I am doing wrong.
