Would anyone support a leaver punishment?

These past few days the other team has always ragequit on me in the middle of the match, so it becomes a 3v6 or 2v6.

What if there was a leaver penalty of sorts? Like can't play the gamemode you ragequitted on for 5 or 10 minutes? Or you lose all XP and/or titles you got that game?
