Skyrim Stuttering On Capable Rig

Ok so I bought Skyrim during Steam Sale and I've had stuttering problems since I got it. My video card is 7850 and I just starting overclocking it today and have no problems with that. I am able to get 60 fps on Ultra High but the stuttering renders the game unplayable. I've tried to verify integrity of the game cache and it always says one file was missing and has been reacquired but it does not actually reacquire it. I have the same problem with Borderlands 2 only it just crashes. My CPU is not all too great because I basically upgraded an HP Pavillion. My temps are around 65C during graphic intensive games. Is anyone else having similar experiences? Any help on the matter would greatly appreciated. Thanks in advance. Note: I have no stuttering issues with BF3 on Ultra

Edit: AMD Phenom II 840T Processor clocked at 2.9 GHz Also 6 gb of RAM
