[Q]Looking into an unusual and perplexed by a specific offering

As a preface, I've never been big into trading, selling, etc. but for one reason or another I've decided on acquiring an unusual Medic hat.

I've done my research but I'd like some guidance from a more experienced trader.

I'm looking in an unusual Mountain Cap since I like the hat and it's fairly cheap in comparison to other unusuals.

I've looked around and found this Stormy Storm with a price of 30 keys. I believe that this is equivalent to a bud and 2 keys.

My research shows me that this is rather low for this hat/effect combo. I've learned that this effect is apparently losing value but what gives?
