New cage! But I need some advice.

So my dad built me this amazing, spacious cage for my ratties. However, I've put some waterproof drawer liners on the bottom and then put fabric over it and tacked them to the side. But being the clever little poopbutts they are, they've figured out that they can pull up the fabric and mess with the lining underneath. I really want to just glue the liners to the floor. So my question is : is there a glue I can use that will be safe for them? And is there another way to secure the fabric to where they can't pull it up?? Thanks for reading!!
