First time setting up, want to be sure do it right.

I'm looking to build a proper surround sound for my apt. I've always used the HTiB, basically it was cheap and I was broke. Now I have some more money and would like to do it properly, but on the cheaper end.

For Speakers Pioneer SP-BS21-LR, Pioneer SP-C21, and Pioneer SW-8. Or Energy 5.1 Take Classic.

I'm open to suggestions on the receiver I have a budget of about $400, though don't want to spend it all.

Is there anything else I'll need to get or any suggestions? I was planning to order everything from Amazon, but if there are other places that are better I'm open to that.
