Program to limit bandwidth to some devices on my home network?

Which is the best program to limit bandwidth to some devices on home network. I am looking for a program, and not a router firmware version. I have several tablets and some laptops connected to my home network from a router. In the devices section, when i log on to my routher, i can see the ip address and mac address of each device. I need a program that runs on my desktop that shows me in a graph, each device and how much bandwidth they are using. Bar graph preferred. I want to able to easily limit the bandwidth of certain devices only.

I prefer a free program if it is good. But i am also willing to purchase a program if it is very good and simple with the features i need. thanks.

I looked on Google but i get many different types of programs. I hope some one here can show me which one is best.
