Irritation from shitting? Persistent issue, please help

I am an adult male with a fairly healthy diet, I poop 2 or 3 times daily. Sometimes I'll take a shit and my anus will feel irritated and as I wipe there are specks of blood.

I'm not bleeding profusely, but they are always tiny little specks, I'm presuming from a fair bit of irritation.

Is this IBS or something of the like? The only way I can ever help speeden the recovery is with an ointment but I'd prefer it just stops happening.
