Mac stolen, Time Machine question.

So my mac was recently stolen and I need to access some of my files but I can only use a PC right now. One would think that this would be easy to figure out but when I plug in my hard-drive that contained my time machine my PC wont recognize it. Can you access time machine through a PC or is it only a mac thing or what can I do to see my files from my PC? Or is anyone willing to give this lowly retch a mac for a Christmas gift to fill in the void of his missing one. Thank you for your help and any info would be greatly appreciated.
