Flase-Flag Syrian Internet Disconnect?

According to people monitoring the situation, internet traffic in Syria has now been reconnected and returned to "normal" levels. So what happened here? The Syrian Gvt blames rebels disrupting the cables, but the west blames the Syrian Gvt for the outage.

Was this some sort of false flag/psy-op to force an egyptian-style backlash at the Syrian government for supposedly killing the internet?
