Why does MTG seem Pay To Win?

I've started into MTG, but I have a big issue with it: decks appear to be objectively better if you throw in like $200. For example, Thragtusks seem to be "in" right now, but they cost $20 each. If you want 4 of them, you'd have to pay almost $100. That seems a bit preposterous to me. How do you guys find the money? How many decks do you have? Are there ways to get around the pay to win idea?
