Why do popular restaurants advertise food as "spicy" and "hot" when it's really just mild?

I Just tried Pei Wei's new spicy siracha dish, and it wasn't hot at all. It's the same way with Taco Bell's Hot and Fire hot sauces too. What's the deal?
