Insecure stuttering character

I just randomly got this idea of playing a very insecure character, who stutters a lot. I was thinking maybe making him a caster (and making him feel comfortable only while casting), with low str but high int? Because he's very insecure he would have low wisdom (low will save), but all casters have high will saves.

Can such a character be made without being underpowered? To me it seems like he could be fun to (role)play, but would he be boring to other players?
