Wondering if the account back end will work with both PC and XBOX so I can play certain aspects with keyboard and mouse or sit back and use a controller via my XBOX.

No official answer, but I would lean towards no. It's not common for games to have saves that work cross platform.
And what about the save file between pc xbox app n steam? They used to be the same on previous games? I've always played using steam.
Yes you can, They confirmed that if you buy the Xbox version you can play it on PC through Windows store.
But you will have to play through Windows store, not steam.
I purchased the C.E. from Game Stop. Do you know if that’s just a key to download of the Microsoft store? Wondering if I’ve boxed myself in.

Cross save is reserved for games with the "Xbox Play Anywhere" tag. Starfield does not have this tag on the Xbox website yet, however some gaming news websites confirmed that it was a Play Anywhere game, so you should be able to move between platforms and continue your adventure.
