Mentally Handicapped or Really Stupid?

The more I watch Old Beavis and Butthead, I'm not sure if Mike Judge is trying to portray them as mentally handicapped people, or just plain dumbasses. Like how they forgot they didn't drive their car to the gas station in the latest episode. So what is it: are they mentally handicapped? or just plain dumbasses?
