Blizzard/ice shard sorc which boots are better

Please see the attached screenshot. The +4 to 3 of my skills, two being defensives, seems almost TOO good.

I wish it rolled ice shards as that's my primary damage dealer and would send my dmg through the roof, but the spec on maxroll calls for the unique boots with movement speed to crit

Personally to me the bis slot boots are +4 to teleport and frost nova, movement speed and mana cost reduction.

ice shard points doesn't roll on boots so no need to worry about that

I want dodge vs distant, mana efficiency, +frost nova and +movespeed on boots. reduced mana cost only rolls on boots/amulet/offhand and is pretty damn valuable.

+fire shield is pretty worthless, it's +0.1s duration per level and no cd reduction.
