[Discussion] Is Bloodseeker totally useless?

I've been intrigued by how rarely i've seen BS be picked in pubs, although he is considered a decent pubstomper, i used to see him a lot when i was playing in shit-tier MM, but now i see him like once every 50 games. Lets say you play Bloodseeker, and your opponents are not terrible at positioning and know how much a TP scroll counters you, are you completely useless? How are you going to keep up with enemy semi-carries in terms of farm and usefulness? Even if you do win your mid lane, or spend a lot of time jungling. What changes to the hero would improve his usefulness? Are his numbers flawed or his concept? Discuss.
