I’m looking to buy my first pc but have zero clue what a good and bad build looks like.

Here are the specs of one I’m looking at buying used if I could get some opinions that would be awesome.

Two separated cooling system with 480 Thermaltake radiators one for the CPU( i9-9969X) and the other for the two GTI 1080ti graphics cards in a SLI configuration.
