Trying to burn CD-R’s with an old drive

I noticed newer usb drives were incapable of burning at any speed below 8x. I’m specifically looking it burn at 4x or slower so my only option seemed to be buying a RadioShack 25-3052 6x 4x 6x. All was fine and dandy until windows 10 and 11 didn’t register the drive due said only windows 98 can run it. I don’t have an extra computer to turn into a windows 98 system so is there anyway I can use this drive without having to fully convert my os?
