Above critical elo Milio is an enchanter that shields you and activates heal spell in trades/fights for bonus damage+range and uses ball to deny engages or cc enemy in fight.
Below critical elo Milio is a poke champ that spams ball for poke, activates heal spell in the back for heal only when nothing is going on and maybe shields you at some point but not really.

hold on there buddy, I am about as low elo as it gets and I attempt to use him as a shield/heal champ
joking aside, bard is another prime example, not so much anymore but morg used to be a great example, pros would sometimes only go like three points in her W and then E max, the spell shield is so broken at high elo, ali gets an honorable mention because he doesn't change as drastically but every bit as significantly, there are sooo many different ways to combo with him but Q flash W (throwing them towards your team) is something you just rarely see at low elo
Not that hard to play but graves and nidale on low ELO and those on diamond to master are something completely different. What they can do when the players know how pathing works and abuse invade and ganks with their damage makes it feels like a totally different game.
Ezreal. In low elo he's a medium damage carry who pokes from the back of team fights.
In high elo he may as well be a hypercarry carry since his skillshots are nigh guaranteed and that makes his damage potential skyrocket.

what makes ezreal's damage potential skyrocket is the fact that a good ezreal knows how to use auto attacks in his combo
The Corki effect.
In low elo he's a pseudo mage that only does damage with Q and farms from a million miles away and leaves you to die if you engage then wonders why he always loses when he's never right clicked someone in the last ten minutes.
In high elo he's basically a melee champion whose foaming at the mouth waiting for an engage so he can E on top of you and auto you to death with a fully stacked passive.
dudes literally one of the best aggro adcs ever and people play him like he's Lux or something it's crazy. you would think his favourite runes being stuff like pta and conq would be a clue that his kit is built for action.
I play him at low elo. Its disgusting the amount of people that understimate his early power. Passive+PTA can be really scary
High elo is better at using engage characters for peel. It’s hard for low elo thresh to peel with hook effectively since it brings champs towards your team

I dont play it, but im sure theres a huge difference between a masters yone and a gold yone mechanically. Riot gives him a 3 bar difficulty rating, would you say they are wrong?
watching dzukill play yone is like another chsmp tbh, but the champ isnt that hard yo pick up the basics.
Azir maybe? Can be a complete bully with his range and scoop you up with his R combo, but in low elo just kinda stands there misplacing soldiers and then dies
K'sante is giga garbage in low and mid elo and broken in high elo.

Blue kayn, chain inter in my games, breathes on enemy team and blows them up any high elo games i watch
Anything with 2 forms or 6 abilities, watching broxah on nidalee or elise or nemisis on jayce one tap everything and get like 2 kills/min, i try them and they do like 50% reduced damage for some reason

This is mostly personal exp, but gold players are only doing damage on this champ if it is handed to them by their supports. I don't have high elo exp, but would imagine it's very different up there due to her current tier list position.
Gangplanks below masters are pretty terrible, trust me I would know 😎
All mage supports become useless in high elo. There's a high chance someone in their team dodges the game.

A good yuumi, you're cruising as a adc, life is on easy mode, you're the protagonist.
Bad yuumi, it's weak side, ending the game with permanent mental damage even if you win.
Isn’t she just a trash champ atm?? I thought they gutted her stats and left it there so she wouldn’t interfere with proplay. Did they change anything?
