Legal rights in sc for damage caused by minor

I have on my ring camera footage of a neighbor. (5 houses down)A child who is 15 skateboarding near my car which was parked on the street. They did some kind of trick to flip the skateboard but it missed and hit my car. This chipped a body panel near the rear panel on a Mercedes S63. I think this panel is wider and specific to the amg model so will be pretty expensive. I am going to get an estimate from the body shop. I called the parents and told them what had happened and that I had video proof. They said they didn’t wish to speak about it and to speak to their attorney without giving me an attorneys name to speak with.

What rights do I have against the neighbors and parents? Should I call the police or sue them in small claims? I am guessing that damage could be in low thousands?
