Anyone had reported neighbor who stole packages before?

How your landlord handled the report? I just move in a troublesome building and the crackhead household next door makes me feel extremely uncomfortable to be here. The hallway is very narrow and their door is 2 inches away from my door. They always have some creepy at home, about more than 70% when I open the door someone will jump out start a weird conversation with me or widely open their door and stare at me when I wait for the elevator. They also made noise whenever they want. The building smell like old flimsy wood, but they like to keep their door open as much as possible…… I hope I could be invisible. Just saw them stole my package in front of me. I feel I am targeted, I literally have to stare at my phone if I have package delivering and it only takes 5 mins for the package to be stolen. If they can’t be evicted, then I need help to terminate my lease without getting more trouble.
