New 60 Gal Tank Build Question (overcrowded?)

I’m looking to have 3 goldfish, with one already present along with 4 white clouds. I was wondering if it would be too overcrowded with adding 3 Kuhli loaches as a sort of algae control. I don’t have any pics on hand but I have quite a. Few plants and rocks already present. Any insight would assist as I’m very new to all this. TIA.
