Oh apologies...to be honest i'm not even sure what the hell steam is classifying me as. I live in Puerto Rico, a US protectorate, so I should be in the US region and usually am. But I guess for this particular sale it counts as Latin America? I'm not sure if that helps but wouldn't anyone in the US be able to trade me the game? I'm not sure if there's some kind of restriction to trading as well. (I have traded with other US residents in the past)
It looks like Steam actually has a store for Puerto Rico (which you can see via http://store.steampowered.com/?cc=pr if you're outside of Puerto Rico), so that's probably it. There won't be any restrictions on trade, just the differences on what you can buy vs the rest of the US. Some stores also have different prices (UK, EU [which actually has 2 regions], Brazil, Russia, Ukraine, etc)
