Needling - PT or Accupunturist?

When getting needling done accupunture and or dry needling who is better qualified and person to go to for this?

Your Physical Therapist who took coureware in dry needling or

Accupunturist specializes in needles only(medical or tcm accupunture)?

I am hearing both sides to this. What's your take on this?
