Sleeper: Waiver bids aren't on, with FAAB Bidding Waiver Order setting turned on.

This is my first time running a sleeper league. My current settings for FAAB Bidding, with 200 waiver budget.

I also tried using Rolling Waivers and manually selecting waiver date.

Both option result in adding players without Sleeper requiring a bid.

What could I be doing wrong?
