Cell Phones at work use to be paid for but more and more we just use our own.

Im a bit of a job hopper recently to garner better pay. I've noticed some big companies require cells to do the job, but companies dont issue them or pay for them. When asked everyone just laughs at you. When you decline or say you dont have a cell phone to do said work everyone either doesnt believe you or is just like yeah, they'll issue those when pigs fly. Why did this become the norm and accepted...

I remember a time when owning a mobile phone wasn't common, and if a company required you to be reachable (sometimes 24/7) they had no choice but to issue you one.

Nowadays it's rare for a person to not own a mobile phone, so why spend extra money to issue you a second phone to carry when they can just call you at your personal number?

At my previous job, my team all shared phone numbers with each other (including my manager) for emergencies. In the 14 years I worked there, I was called only once. (It really was an emergency.) So I consider myself fortunate.

A 'decent' company that does expect you to be reachable 24/7 (common with IT) will either offer to subsidize your phone bill or issue a work phone. My previous employer did one or the other depending on the job requirements.
