Used “like new” GPU fans broken

I am trying to get a friend into pc gaming and got them a used gigabyte 1070 for $199. I own the exact same card in my personal rig and have no issues with it. I know my card has the fans stop if below 55c.

However, when I put the used card into my test rig to make sure it’s okay, I discovered that the first and third fans never spin up while the second one does almost constantly. Seems like there is a wobble to the first blade that shouldn’t be there when I manually turn it and the third blade sticks. The three grills behind the fans are interconnected with a heat pipe.

I got it off Amazon so I’m asking if it would be worth RMAing it for another and hoping it’s a better quality or should I just send my friend on their way. It seems like the card works in every other way but I’m not wanting them to run into issues down the road.
