Sub/No Tick Rate affect on internet latency

Hey Everyone,

I have actually never played csgo. Got my first gaming pc a year ago and swapped from controller to MnKB on WZ1 which I loved and then WZ2 dropped with the awful servers. Its been a terrible experience for MnKB. I am planning on playing CSGO soon especially with the new one dropping. I am curious to know how the new sub tick rate system affects players with higher internet latency. I am still on cabled internet with no fiber available and most games that I play I am consistently having the highest internet latency in the lobby. Would this new sub tick rate system feel worse for me? If I have a 60ms latency and my opponent has 10ms latency would this new sub tick rate make it a more balanced scenario or would those like me with higher internet latency actually benefit from a lower tick rate. Would internet matter less or more in this system? As internet services have involved, PCs, monitors, and overall setups; games have increasingly put more importance on hardware than skill. It's unfortunate I feel like on a lot of these games I don't have the gear to compete at the highest level. You may be the best at hammering nails but if your hammer is made out of plastic you will not compete with a hammer made out of steel.

Please note, I am not asking if a higher internet latency better than lower internet latency

I am asking,

is a higher internet latency player going to have a better experience on a crap low tick rate game

or

is a higher internet latency player going to have a better experience on this new sub tick system

What will it feel like? I will get fiber as soon as I move but I'm not moving yet! lol I know lower internet latency will be the advantage in both scenarios. I imagine in the new csgo2 sub tick rate system it will just be a smooth game experience but the internet latency will more apparent rather than confusing. As in I wouldn't have to guess if that was a lag and etc.
