What is classified as a “business emergency”?(Colorado Law)

Hello,

I was recently reviewing Colorado Youth Law, and under the working hours section they state that:

“Minors may work no more than 40 hours per week or 8 hours in any 24-hour period unless there is a business emergency.”

What is a business emergency? I looked online a bit but couldn’t find any concrete defenitions.
