How do I drop hints to my friend that I'm not interested in him

I (21 F) have this friend (22 M). We've been friends for almost a year now and a few weeks or months (I don't remember) after meeting him he confessed that he fancied me. I told him that I don't feel that way about him, he seemed to take it well and we continued being friends. I thought it was just a silly crush that would go away with away with time, but i think he still fancies me. After his girlfriend broke up with him I went over to his house to comfort him and while we were talking he asked me if I wanted him to kiss me and I said no, I thought he just wasn't in the right head space cause his relationship ended the day before ( she broke up with him over text.) And last month on my 21st birthday while we were out with our friend group at a pub he said he had one last surprise for me. I asked him what it was and he said he would give it to me after the party. I had a bad feeling and hoped it wasn't what I thought it was. I was proven right when the party was over he asked me out on a date I told him the same thing I told him. I thought it was the alcohol talking and that in the morning he wouldn't remember. Two days ago a guy he texts on snpachat told me that he's planning on asking me to be his girlfriend om valentines day. I was shocked and scared I didn't know if I should believe him or not cause it was know that he did some sketchy things (nothing too bad ) and thought he was trying to start trouble when I asked him if he had any texts as proof and to see then he said that it was on video call. I feel like I cang be around him rn and I don't want to end our friendship. I talked to my mom about and asked her if I should confront him but she says it proably wouldn't be the best idea and she suggested that I drop hints but it's just eating away at me and I can't wait that long till valentines day. What hints should I drop and what else do you think I should do without ending our friendship. Despite that he's a really nice person he's not had much luck with women cause he told me his last girlfriend was his first and used him for some kind of gain.
