Which Raiden would be stronger?

Hello! I'm a F2P player and have been saving my wishes from the very beginning for Raiden alone (Kokomi being the minor exception, but it was for the greater good), and I'm now at a point where I'd like to get some advice from the professionals on what to do.
I currently have 256-ish wishes, and I don't even have to take a 50/50 for the next 5-star (I got Kokomi + Keqing from the same 10 wishes, in that order) so I'm guaranteed a C0 Raiden. This much I know and is clear.

My problem is that now I'm torn up between 2 options.
Option A is to pull every single one of my wishes on the Raiden banner (when it finally shows up) and hopefully get at least a C2 Raiden.
Option B is to get C0 Raiden and try pulling for Engulfing Lightning afterwards.

I could get both a C2 Raiden and EL, but that'd need some extreme luck, and knowing mine, I don't see it happening.

Which would be stronger overall? C0 Raiden + EL or C2 Raiden + Whatever spear? (I do prefer the way Engulfing Lightning looks, but that's just a minor detail and I'm willing to give it up if it's significantly weaker)
