Why do some philosophers have Stanford Encyclopedia entries and some don't?

Does it mean Stanford takes them to be less legitimate? Noam Chomsky and Robert Brandom for example seem like they have a much bigger philosophical footprint than others who have entries in the encyclopedia like John Mctaggart for example.
