What is the actual threshold for benching Burrow?

I'm reading everywhere that you have to bench Burrow until he shows that he can do it, but I feel like this analysis skews heavily towards 10 and 12 team leagues. I'm in a 14 team league with a short bench and the only people on the wire I can pick up are very close to him in ECR (e.g., Sam Howell, Stafford, Russel Wilson) because Burrow has such a good matchup this week.

Is it at the point where we're starting any weekly streamer over Burrow? I feel like I'd throw up if i started Howell today and then Burrow throws 3 TDs on Sunday.
