Team Sky Member's Application (in the form of a short story, because I can't draw)

"Team Sky Leader Mikey Spotted in Paldea - What Sinister Plots Are Afoot?" read the headline of the newspaper clipping in Kitsune's hand. He put the clipping away in the pocket of his hoodie before brushing his now-free hand through his windswept white hair, the Key Stone on his Mega Bracelet shining. He rode astride his Mega Latias as it soared over the water on the way to Paldea, her telekinetic power forming a barrier against the wind. He glanced back at his other Pokémon, following in his Mega Latias's wingtip vortices: to the right, he saw his Togekiss, recently picked up in Sinnoh, gleefully performing aileron rolls as she followed; to the left, he saw his Altaria, trying her best to keep her flight steady so as to not jostle her own passenger: his Starter, a terrified Vulpix. "Come on, it's not that bad!" he called back to his Fire-type, though she wouldn't be able to hear him over the howling of the flowing wind. "Besides, we have to get this document to the Leader of Team Sky. He probably needs it..." He pointed to the bag on his back, which contained, among other items, a manila folder containing a sheet of paper that he felt was very important.

(And the contents of said document, for Mikey's perusal:)
Proposal for a Change of Mission Statement and Rules for Team Sky

Team Sky exists to improve the quality of the sky, including reducing the effects of atmospheric pollution, through whatever means may be necessary (aside from child labor).

Team Sky Rules:

1. Respect must be given to the Leader of Team Sky, Michael, his Rayquaza, Skydios, and, to a lesser degree, fellow members of Team Sky.
2. The majority of Pokémon owned by Team Sky, and any individual member of the Team, must be flying Pokémon, defined by meeting at least one (1) of the following criteria:
   1. Pokémon with the Flying Type
   2. Pokémon with the Levitate Ability
   3. Pokémon capable of learning the Move Fly
3. Each individual member of Team Sky is allowed no more than one (1) Pokémon from each of the following "exception" categories on their active team:
   1. Pokémon that can aid in the removal of air pollution, including (but not limited to):
      1. Pokémon capable of photosynthesis, including (but not limited to) Grass-type Pokémon and non-Grass-type Pokémon capable of learning the Synthesis Move
      2. Pokémon capable of changing the weather to rain and/or intense sun, either through the use of Moves such as Rain Dance or Sunny Day, or through the use of an Ability such as Drought or Drizzle
   2. Poochyena or Mightyena
4. The following Pokémon are strictly prohibited from the ranks of Team Sky, regardless of adherence to the above rules, unless explicitly allowed by Team Sky Leader Michael (list subject to review and revisal at any time by Leader Michael):
   1. Drowzee
   2. Miltank
   3. Watchog

Failure to adhere to the above rules will result in disciplinary action, determined at the discretion of Team Sky Leader Michael, Skydios, and/or a Team Sky Administrator.

(Also, for clarification, he comes from Hoenn, specifically Lilycove City, near Mt. Pyre, where Vulpix can be found.)
