Geo Batchelor Instruction

Have a sailor (not one of mine but) who has a situation, was curious never personally had to deal with Geo-batch and am unfamiliar with the instructions/guidance wanted to read through the instruction to educate myself so 1. can advise him appropriately 2. I can see if I can find justification for him as the command seems disinterested in helping him out. (seem disinterested in general to help any one out ever actually)
