Is it feasible to have different rules for Olympic Judo vs. Non-Olympic Judo?

Competing and Tournaments

If leg bans, which are divisive, are purely to appease the IOC, would it feasible to have a ruleset that accommodates the Olympics but to have another ruleset for non-Olympic Judo (e.g. World Tour)?

In hockey, the NHL is the gold standard for hockey but international and Olympic hockey use a wider rink. This has an impact on some aspects but people don't really care, they use accept the difference and adapt their strategies. An Olympic gold medal can (almost) be as valuable as a Stanley Cup ring.

Could different rulesets be beneficial because you can see different champions and styles emerge?
